I don't follow. 'Once a government'? They're one of the most controlling regimes in the world. They've been filtering communications for years.

Not well expressed. The Chinese govenrment has always had excessive powers. There was some relaxation in the lead up to the 2008 Olympics, but was now winding back that window of partial freedom - two steps backwards.
